Formatting dates in horizontal axis

Hello-

I am trying to format the dates in the horizontal axis to only show years, while not changing the mouse over data. I tried setting the axis label format to {value:%Y}, type to Date time, and the actual dates in the data are formatted as “2005-05” or “2005-11”, etc. Currently the axis only shows multiple “1970”'s, even though “1970” is was never entered as a date.
